What would be the best way to record EVP???????

I believe this is the phenomena they refer to as "white noise"

White Noise is correct. Best way i believe to record EVP is by either a digital voice recorder with long recording hours or sound equipment such a s boom microphone, shot gun mic etc.

As for the film white noise absolute garbage, i have never seen or heard documentation of ghostly static in your TV or PC and Radio.

I think the only thing you would get in regards to TV, PC or radio is electrical interferance you know like when you are watching tv and when someone uses something electrical like a mircoware or electric mixer and you get those horrible lines on the screen.
